Transnational issues
The processes of globalization, interrelations and regional integration have made collaborations on transnational issues a compulsory. The 3th ASEAN Informal Summit held in Manila in November 1999 gave leaders insight on how the changing security environment over the last decade had given rise to new embodiments of security challenges for ASEAN. With such acknowledgements, the Heads in ASEAN have reiteriated their commitment to surge ahead ASEAN's cooperation in transnational issues, such as environment issues, transnational crime, transboundary haze, drugs and narcotics, immigration and legal matters.
ASEAN's stance on Global warming
Leaders of ASEAN deliberated on issues associated with global warming during the recent Asia Pacific economic conference held in Singapore and respective country had come to a consensus to resolve their own environmental issues at the coming 2009 UN Climate Change Conference in Copenhagen on an individual basis.
They agreed in unison that a statement indicating political commitments to solve global warming each country would be issued. Each country would have to state its target on the reduction of green-house gas emission. An international legislation would be drafted to legally adhere all countries to the alleviation of global warming.
Prime Minister of Thailand Abhisit Vejjajiva would address letters to all ASEAN leaders, a coordinator is appointed to establish a unified stance of ASEAN at the Copenhagen conference. The ASEAN coordinators are expected to meet in Bangkok to discuss about it.
ASEAN's stance on Transnational crime
The 29th ASEAN chief of police conference commenced earlier this year in Vietnam. Its aims were to promote professionalism among police, building stronger collaboration regionally as well as cultivate greater friendship amongst police officers of ASEAN states.
This conference addressed several mutual issues on Transnational crime in ASEAN:
- Trafficking of drugs
- Weapons Smuggling
- Human Trafficking
- Maritime Fraud
- Counterfeiting
- Cyber crime
- Fictitious Travel Documents
In order to tackle these issues, ASEAN members have come to a common consensus to instill a permanent ASEAN police secretariat. Agreement to provide mutual aid to one another in criminal matters as well as the interchange of manpower and training regimes among member states have been drafted out.
ASEAN's stance on environmental issues
Environmental issues in ASEAN countries comprise of ‘land resources and terrestrial ecosystems undergoing increasing stress due to increasing population and enlargement of farming areas into forest and other ecology sensitive areas' and emission of carbon gases due to advancement in industrialisation and urbanisation in ASEAN countries', both of which influence climate changes.
The relationship between environmental concerns and sustainable development gained distinct awareness in recent years. It is believed for ASEAN to sustain its development, the conservation of the environment is imperative of all economic activities. Leaders have agreed to strengthened and expand initiatives in the control and prohibition of transboundary pollution, especially the haze arising from forest fires.
ASEAN countries have signed the following Multilateral Environmental treaty:
- Vienna Convention for the Protection of the Ozone Layer.
- Montreal Protocol regarding chemicals that weakens the Ozone Layer.
- United Nations Framework Convention on Climate Change caused by greenhouse gases.
